- UNOS/OPTN Board of Directors
Elected to the UNOS/OPTN Board of Directors in March 2013. The new Board member training was on June 24-25, 2013, in Richmond, VA, headquarters of UNOS. The term of service is 2013-2016.
The OPTN brings together medical professionals, transplant recipients, living donors, and donor families to develop the United States of America’s organ transplantation policies. The OPTN is managed by UNOS under contract with Health Resources and Services Administration (HRSA), Division of Transplantation, under the U.S. Department of Health and Human Services, July 2013 – Present

- Living Kidney Donor
In 2004 , Vicky donated one of her kidneys joining the unique ranks of Living Organ Donors. She participates in the local activities of the tri-city (Prescott, Prescott Valley, and Chino Valley ) with other area organ donors and recipients. In addition, she contributes to on-going research on living kidney donors through the Living Organ Donor Network..
- Data Subcommittee
Selected on April 28, 2009, to serve on the national Organ Procurement and Transplantation Network (OPTN)/ United Network for Organ Sharing (UNOS) Living Donor Committee. She served an additional year past the normal two-year service commitment.
The Living Donor Committee considers issues relating to the donation and transplantation of organs from living donors to recipients. The committee makes recommendations to improve the process of living donation and transplantation. The OPTN brings together medical professionals, transplant recipients, living donors, and donor families to develop national organ transplantation policy. The OPTN is managed by UNOS under contract with the U.S. Department of Health and Human Services, Health Resources and Services Administration, Division of Transplantation.
- Living Donor - Invited Participant
Invited in July 2010 to participate in a conference entitled “Living Kidney Donor Follow Up: State of the Art and Future Directions” on September 27 – 28, 2010, in Arlington, VA. Living kidney donor outcomes have recently been the focus of increased interest by the transplant community (including potential recipients and donors), payers, and agencies within the Federal government. The general goals of the conference are to identify areas of need for future research on living donor outcomes, developing strategies to accomplish these goals, and researching mechanisms through which the studies might be funded.
Indonesian Ministry of National Education (MoNE)
Educational Consultant, International Recognition of Recognition of Prior Learning (RPL), Directorate General of Quality Improvement for Teacher and Education Personnel (PMPTK) and the World Bank for the Better Education through Reformed Management and Universal Indonesian Teacher Upgrading (BERMUTU) project; worked with team of Indonesian consultants and MoNE staff to develop a culturally-appropriate RPL system for over 1.4 million academically under-qualified Indonesian teachers with education levels less than bachelor’s degree; created RPL system for teachers; delivered recommendations for a MoNE RPL Policy Document, Procedures Manual, Training Materials, and Assessment Materials; taught two courses on-line with Prescott College while living in Jakarta, Indonesia. (September - December 2008)
Navajo Nation Teacher Education Consortium (1993-2014)
Since 1993, Vicky has served on the Navajo Nation Teacher Education Consortium (NNTEC) for Prescott College.
The other members of the NNTEC are: Arizona State University, Tempe, AZ; Dine College, Tsaile, Navajo Nation; Fort Lewis College, Durango, Colorado; Navajo Nation Department of Education; Office of Navajo Nation Scholarship and Financial Assistance; Northern Arizona University, Flagstaff, AZ; San Juan College, Farmington, New Mexico; University of Northern Colorado – Greeley, Colorado; University of New Mexico – Gallup and Albuquerque branches; and University of Utah, Salt Lake City, Utah.
Prescott College has a Memorandum of Agreement (MOA) with the Navajo Nation to support the academic processes to ensure a continued pipeline into the classroom of certificated Navajo teachers, fluent in English and Navajo language, culture, and history.
- Early Childhood Education Program and Curriculum Development
In 2000-2001, Vicky was part of a three-member grant team from Prescott College and Northland Pioneer College (NPC) to be accepted in the Head Start Bureau’s Pilot Early Childhood Higher Education Faculty Initiative. This team of educators that created an academic bridge from NPC’s early childhood associates degree program to a bachelor’s degree in Early Childhood Education (ECE) at Prescott College.
Vicky served on the Arizona Department of Education’s (ADE) team to formulate the assessments for the new ADE Early Childhood Education Standards.
In 2009, Prescott College was one of the first colleges/universities in the State of Arizona to reach Arizona Department of Education (ADE) early childhood teacher certification. Dr. Young developed and created Prescott College’s first early childhood education curriculum and program of study at both undergraduate and graduate levels. ECE Program was reviewed by the Arizona Department of Education (ADE) site team for the first time in February 2008. Programs of study received preliminary approval to meet all Arizona teacher certification requirements and was a consent agenda item at the next Arizona State Board of Education meeting, consequently in 2009 it received a 2-year program approval, which was the maximum at that time. Dr. Young was also the faculty member to lead the revision and ADE re-approval process in 2010 for the College's ECE programs.
In early 2011, Dr. Young was selected to be a member of the ADE's team to review state and private institutions of higher education's undergraduate and graduate programs in ECE.
